I'd put Qhorin at like 95, and Jon Snow at 73. He's a swordsman of note, but he's only 15 and has a long way to improve. Qhorin has a reputation for being a badass.

A Duel.
Ser Ethan Stone- 67 Lord Jason Vance- 75
Round 1
Stone- 82 (heavy hit, -35) Vance- 169
The two men square off, cheered on by their respective regions. The Blackspear lands a direct hit with the point of his spear on the very first thrust, shocking the audience. It slid by a surpised Ethan Stone's shield, landing in his shoulder. Lord Vance pulled it out gruesomely as the fight continued, Ser Ethan Stone pouring blood.
Round 2
Stone- 62 (heavy hit, -35) Vance- 125
Ser Ethan Stone savagely fights back, but drops his shield as the pain in his shoulder overwhelms him. Lord Vance slides his spear back into the unprotected side, this time piercing the ribs and twisting the point cruelly.
Round 3
Stone- 75 Vance- 175
Lord Vance moves in, just moments after the fight had started. "For the Riverlands!" he calls, then smirks at his injured foe, before ramming his spear into Ser Ethan Stone's skull.
Lord Vance wins, Ser Ethan Stone dies.

The two men faced each other beneath the burning summer sun, just outside the gates of King's Landing. Thousands of people watched in every direction, including many from their rooftops in the city. Both men were splendid armor displaying their respective royal sigils. A single horn blew through the silence, bringing the fight to a start. By the end of it, a new king would stand alone in Westeros, ruling with an iron fist.
Round 1
Marq- 166 Osney- 146 (light hit, -10)
The fight begins, and the crowd pressed closer. King Marq of Riverrun swings the first blow, but is blocked by King Osney of the Reach. Marq defends himself skillfully, parrying a quick counterattack from his foe. Quicker than lightning, Marq used his opponent's attack against him, suddenly leaning forwards for a hard thrust. His point found a gap in Hightower's armor in the groin area and drew first blood.
Round 2
Marq- 181 Osney- 138 (average hit, now -30)
The King Hightower grits his teeth in determination and attempts to wound Tully in response to his own, but his overextensive attack puts him in a vulnerable position. King Tully deftly steps aside and briefly sinks his sword into Osney's ribs, drawing more blood.
Round 3
Marq- 113 Osney- 118
The reachmen finally have something to cheer about when their king furiously responds with a wild blow, nearly knocking Marq to the ground. Osney raised his sword high and swung downwards, apparently getting ready to achieve victory... but Ser Marq, to the relief of his supporters, rolls out of the way of the blow at the last moment. Osney's sword lands harmlessly against the grass.
Round 4
Marq- 183 Osney- 81
Marq jumped to his feet and smiled mockingly at his opponent, who was now bleeding heavily. With a confident glance at the spectators, he moves in on Osney with deadly efficiency. The man from Oldtown managed to block the first three blows, but the fourth strike caught him clean in the chest, the swordpoint burying itself deep in his lungs. Marq removed his sword and watch his cousin fall to his knees, gagging for breath. Marq kicks him to the ground and watches him fall on his stomach, then swings a mightly blow down onto Osney's neck, taking his head off.
Marq Tully is the winner.
