Populations stay relatively stable unless there is war. After war, the damaged populations will recover at a rate of 10% every year.
The current manpowers are:
House Stark: 45,000 Ships: 20
House Tully: 55,000 Ships: 30
House Royce: 55,000 Ships: 30
House Lannister: 60,000 Ships: 25
House Harlaw: 25,000 Ships: 200
House Baratheon: 40,000 Ships: 30
House Tyrell: 70,000 Ships: 40
House Hightower: 55,000 Ships: 100
House Qorgyle: 55,000 Ships: 25
House Hacke: 15,000 Ships: 50
House Cavaren: 20,000 Ships: 200
House Barclay: 25,000 Ships: 60

Does the fact that Oldtown has 500,000 people in it affect the Reach's Troop Strength at all?

The fact that Braavos is an even larger city than Oldtown, or at the least the same size, doesn't seem to affect the troop numbers of Caraven, so I'd guess no Samuel
